Following a 23 September announcement, restrictions from 23 October affect new-customer PSTN/SMS numbers ahead of 30 September 2028 retirement. Listed retirements include Email, SMS, WhatsApp, Chat, Rooms, Job Router, direct numbers and UI capabilities. Voice, video, call automation, recording, streaming, diagnostics, captions and Teams arrangements involve changed configurations or licensing.
New ACS email use remains currently allowed. Microsoft 365 High Volume Email is internal-only and is not an external-email substitute.
